对于社会救助法，从1995年起，社会救助立法项目就多次被纳入立法规划，但始终未能进入全国人大常委会的审议程序。2014年2月，国务院出台《社会救助暂行办法》，这部法规成为后续十余年间社会救助领域最主要的法规依据，但由于其位阶较低，社会各界仍期待出台一部社会救助法。
